ProKoulu is a research-informed framework developed to be implemented in schools to prevent the occurrence of unwanted behaviours. The framework supports the development of a positive school ethos by emphasising the teaching and guiding of social skills and by reinforcing the desired behaviours. ProVaka, on the other hand, applies the same principles to early childhood education and care (ECEC) supporting the development of social behaviours and preventing the development of unwanted behaviours.
The ProKoulu model is structured and proceeds through ten phases
- We commit to teaching behaviour together
- All members of the school community are needed to develop structures and practices that support behaviour.
- We shape shared educational aims
- Our shared behavioural expectations structure our everyday teaching and directing of behaviour.
- We develop situation-specific expected behaviours based on our behavioural expectations
- The expected behaviours communicate to everyone the types of behaviours expected in different situations.
- We teach everyone behaviours aligned with the expected behaviours
- Through the continual teaching of expected behaviours, the pupils of the school learn the most important behavioural aims and how to apply them in different situations.
- We provide support with positive feedback and shared rewards
- Behaviour specific positive feedback directs attention to the desired behaviours and is a learning opportunity both for the receiver of the feedback, as well as for the bystander.
- We develop support for a calm working environment
- Shared experiences and research-based knowledge on how to manage learning situations is shared and made visible.
- We intervene in unwanted behaviours through mutually agreed practices
- Consistent intervening in unwanted behaviours is an important part of teaching behaviour.
- We develop a continuum of intensified methods of support based on universal behavioural support
- Individualised and intensified methods of support are developed in accordance with the mutually agreed aims and principles.
- We continually monitor the maintenance and development of our practices
- Developing and maintaining the shared supports of behaviour is dependent on their actualisation and on the evaluation of their effectiveness.
- Principles and practices based on knowledge and on the shared guiding of behaviour
- Supporting behaviour is a natural part of everyday practice and we monitor its implementation and adapt our practice of it whenever necessary.
The ProKoulu model
The ProKoulu model is informed by psychological theories of learning according to which both behaviour and emotional regulation are skills, which can be taught, practised, and learnt. The ProKoulu model has been researched and trialled in Finland since 2013 and has been implemented in over 100 Finnish schools. The ProVaka model has been implemented in Finland since 2018 and has been rolled out into more than 150 early education and care centres.

Research
The ProKoulu model has been informed by internationally generated evidence of School-wide Positive Behavior Interventions and Supports (SWPBIS), the principles of which have been applied and adapted to formulate a model suitable for Finnish comprehensive school education and ECEC. Currently the ProKoulu research group supports municipalities in adopting and developing the model with the collaboration of the Niilo Mäki Institute.
